Allocation Process

Important Notice

2021 has a maximum of 88 growth management allocations available for distribution to allow for the creation of new dwelling units within the City of Golden.

Please see the Allocation Schedule for important dates.

Home Construction

The City of Golden limits growth in residential units to a maximum of one percent per year. This means that a limited number of building permits are available for new residential construction, and a permit may not be immediately available to a person requesting one.

Your property is affected by the ordinance any time that a new residential dwelling unit is created. Existing homes that need a building permit for remodeling, expansion, etc., without any additional dwelling unit being created, are not affected by the Growth Ordinance.

Prior to applying for the building permit, an applicant needs an “allocation for a new residential unit.” An allocation is essentially a ticket that grants the ability to apply for a building permit for a new residential unit. Applying for an allocation requires the owner’s consent, and the legal description of the lot for which the building permit is intended, along with a copy of the warranty deed proving ownership of the property.

The City supplies the application form, and there is no fee to apply.
